Een commissie onder voorzitterschap van Jacob Kohnstamm evalueert de komende maanden het restitutiebeleid op het gebied van roofkunst. Het gaat hier om tijdens de Tweede Wereldoorlog door nazi’s geroofde en ontvreemde kunstobjecten en cultuurgoederen van veelal Joodse eigenaren. De evaluatiecommissie is op verzoek van minister Van Engelshoven (OCW) ingesteld door de Raad voor Cultuur.

Aanleiding voor de evaluatie is een toezegging aan de Tweede Kamer in 2016 om het restitutiebeleid  in 2020 te evalueren. Naast Jacob Kohnstamm maken Lennart Booij, Hagar Heijmans, Nina Polak, Rob Polak, Emile Schrijver en Henny Troostwijk deel uit van de evaluatiecommissie. Dat heeft minister Van Engelshoven vandaag in een brief aan de Tweede Kamer laten weten.

De opdracht aan de commissie is om het restitutiebeleid te evalueren met oog voor de juridische en morele aspecten. De minister heeft gevraagd om daarbij een internationale vergelijking te maken en in te gaan op de relatie van het Nederlandse beleid tot de internationale leidraad over restitutie van naziroofkunst. De commissie zal ook ingaan op de toegankelijkheid en de bekendheid van het restitutiebeleid, met oog voor het leed van slachtoffers en de dialoog met hun erfgenamen.

Een deel van de roofkunst is na de Tweede Wereldoorlog door de geallieerden aan Nederland geretourneerd en maakt onderdeel uit van de rijkscollectie. De cultuurgoederen kunnen ook in bezit zijn van gemeentelijke of provinciale instellingen, stichtingen en particulieren. Sinds 2001 adviseert de zogeheten Restitutiecommissie over claims op basis van internationaal vastgestelde uitgangspunten. In totaal werden sindsdien circa 460 objecten aan de rechtmatige eigenaren of hun nabestaanden toegewezen.

A committee chaired by Jacob Kohnstamm will evaluate the restitution policy in the field of looted art in the coming months. This is for art objects and cultural objects belonging to mostly Jewish owners which were stolen and stolen by Nazis during the Second World War. The evaluation committee was set up by the Council for Culture at the request of Minister Van Engelshoven (OCW).

The evaluation was prompted by a commitment to the House of Representatives in 2016 to evaluate the restittution policy in 2020. In addition to Jacob Kohnstamm, Lennart Booij, Hagar Heijmans, Nina Polak, Rob Polak, Emile Schrijver and Henny Troostwijk have been appointed members of the evaluation committee. Minister Van Engelshoven announced this in a letter to the House of Representatives today.

The committee's task is to evaluate the restitution policy with regard to legal and moral aspects. The Minister asked the committee to make an international comparison and to discuss the relationship of Dutch policy with the international guidelines on restitution of Nazi-looted art. The committee will also discuss the accessibility and awareness of the restitution policy, with an eye to the suffering of the victims and the dialogue with their heirs.

Some of the looted art was returned to the Netherlands by the Allies after World War II and is part of the national collection. The cultural objects can also be owned by municipal or provincial institutions, foundations and private individuals. Since 2001, the so-called Restitutions Committee has advised on claims based on internationally established principles. In total, approximately 460 objects have since been returned to the rightful owners or their next of kin.
